James Patrick Pat Finley

James Patrick 'Pat' Finley, 54, 120 East Unaka Avenue, Johnson City, Tennessee, died Wednesday, October 12, 2005, following a brief illness. He was a native and lifelong resident of Johnson City and the youngest son of the late Capt. Thomas Finley Jr. and Francis Crowe Finley. Mr. Finley was a 1969 graduate of Science Hill High School. He held an undergraduate degree and a master?s degree in city management from ETSU. Following an internship with the International City Manager?s Association, Washington, D.C., he worked with the City of Johnson City. He next became Director of Personnel for Kingsport and then Knoxville in 1981. His special assignment as Project Director for the Knoxville Pavilion in the 1982 World?s Fair earned him the Knoxville Mayor?s Merit Award in 1983. Later career moves saw him become the personnel director for scientific engineering firms in Oak Ridge and Cincinnati, Ohio. In the mid-1980s, he established himself as a private consultant to the U.S. Department of Justice and as a government project director for the Fox Valley Technical College?s Law Enforcement Academy of Appleton, WI. From the 1990s until the present, he managed government training programs for law enforcement personnel nationwide, focusing on gang violence and missing and exploited children. He was an early member of an effort that resulted in the National Center for Missing and Exploited Children. He and his Fox staff earned frequent recognition from national organizations and the U.S. Attorney General?s office. Throughout his many jobs, he maintained his Johnson City home and his legion of friends there. He was an avid hunter, boatman, and snowmobiler. Survivors include: his wife, Susan Moody Finley, Johnson City; one brother, LTC (Ret) Thomas F. Finley III, St. Louis, Missouri; nephew, Thomas F. Finley IV, Hagerstown, Maryland; two aunts, Ruth Amis Crow, Church Hill, TN, and Cissy Finley Grant, Potomac, Maryland; two step-daughters, Heather Champney and Shannon Godsey, both of Johnson City. A memorial service for James Patrick Finley will be held 6:00 PM Friday, October 14, in the North Chapel of Morris-Baker Funeral Home. The family will receive friends from 4:00 PM until 6:00 PM Friday. Rev. Chuck Griffin will officiate. Private burial will be at a later date at Monte Vista Memorial Park. In lieu of flowers, the family requests that memorial contributions be made to either James P. Finley Scholarship Fund, c/o Fox Valley Technical College Foundation, Pat Finley Memorial Scholarship, P.O. 2277, Appleton, WI 54912; to Johnson City Medical Center Children?s Hospital; or to the American Cancer Society. The family wishes to acknowledge the selfless dedication and concern of the Critical Care Unit Staff and doctors of the Johnson City Medical Center.
