Wendy Jayne Bailey

Wendy Jayne Bailey, 50, of Johnson City, died Wednesday, January 26, 2011 at home, following a battle with multiple sclerosis. She was a native of Clinton, Iowa, daughter of Weston and Betty Hill Jayne. Wendy was City Planner for Johnson City. She was a member of the First United Methodist Church. Wendy also was a member of the Ann Robertson Chapter of the Daughters of the American Revolution and the City Youth Ballet. Wendy was a graduate of Iowa State University and the University of Illinois, Champaign-Urbana. Wendy was a 23-year employee with the city of Johnson City '? Planning Department. She served as the staff person to the Historic Zoning Commission, Board of Zoning Appeals, and National Trust for Historic Preservation. She was an integral staff member in the citys development of the citys Comprehensive Plan with an emphasis on historic preservation. She was a member of the American Planning Association, the Tennessee Chapter of the American Planning Association, the National Alliance of Preservation Commissions. She was actively involved in the city annexation process, having participated in over 400 annexations. She was very active in Historic Preservation efforts in the city and responsible for the adoption of several districts in the city. She also served as the city liaison in the 1990, 2000, and 2010 United States Census. Survivors include: her husband, William P. Bailey, III of the home; a son, William P. Bailey, IV of the home; a daughter, Elizabeth Jayne Bailey of the home; her parents, Weston and Betty Jayne of Hagerstown, MD; two brothers, Tim Tenent-Jayne of Minneapolis, MN and Robert Jayne of New York, NY; nieces and nephews, Alex Tenent-Jayne of Seattle, WA, Collin Moore and Wesley Moore both of Atlanta, GA, Jack and Luke Ray both of Raleigh, NC; the twins, Sam and Abby Bailey of Raleigh, NC, Lauren and Emily Mathae both of Arlington, VA. The family will receive friends on Saturday, January 29, 2011 at the Morris '? Baker Funeral Home from 2:00 p.m. until 5:00 p.m. A funeral service is scheduled for Sunday, January 30, 2011 at 2:00 p.m. at the First United Methodist Church, under the direction of Rev. Tim Bracken. A committal service will follow in the Monte Vista Memorial Park. Active pallbearers will be: her nephews, Alex Holland and Steven Buono. In lieu of flowers, memorials may be made in the form of contributions to: The Restoration Fund, First United Methodist Church, 900 Spring Street, Johnson City, TN 37604.
